Job Description:
The Virginia Department of Transportation’s (VDOT) Information Technology Division (ITD) is seeking a Business Systems Analyst to support Agile and Waterfall SDLC methodologies within the Design and Investment Planning Team. Responsibilities include requirements gathering, process documentation, testing, and coordination across cross-functional teams. The analyst will also manage small-scale project workstreams and contribute to continuous process improvements.

Responsibilities:

• Understand business processes and identify pain points.
• Conduct root cause analysis and document current/proposed workflows.
• Translate business needs into Epics, Features, and user stories.
• Support the product backlog and prototype creation (wireframes, mockups).
• Collaborate with internal and external teams, including vendors and stakeholders.
• Perform QA functions and assist with UAT coordination and validation.
• Serve as liaison between business, developers, and project leadership.
• Facilitate meetings, document outcomes, and communicate status updates.

Required Skills & Experience:

• 10+ years – Requirements extraction, use cases, interviews, workshops.
• 10+ years – Application requirements and user story development.
• 10+ years – Acceptance standards and deliverable testing guidance.
• 10+ years – Written/oral communication, stakeholder engagement.
• 10+ years – MS Office (Visio, Word, Excel, PowerPoint, Project Server).
• 5+ years – Agile Business Analyst with Scrum knowledge.
• 5+ years – Wireframe/prototype tools (Balsamiq or Figma).
• 5+ years – SQL for data extraction, transformation, reporting.
• 5+ years – Power BI dashboards and reporting.
• 5+ years – Project/Sprint coordination.

Desired Qualifications:

• Certified Business Analysis Professional (CBAP)
• Certified Scrum Master
• Lean Six Sigma (Green Belt or above)
